Проблемы реновации и развития городских земель на застроенных территориях можно решить путем редевелопмента застроенных территорий. Такую идею высказала директор фонда «Институт экономики города», директор направления «Рынок недвижимости» Татьяна Полиди на совещании по развитию застроенных городских территорий 27 мая.
По её словам, во многих крупных городах России, в том числе в Калининграде, сложилась неблагоприятная градостроительная среда: высока доля аварийного и ветхого жилья, что может привести к разрушению городов. Вместо комплексного освоения новых территорий и точечной застройки Татьяна Полиди предлагает прибегнуть к редевелопменту застроенных территорий.
Первым городом, где фонд провёл анализ того, какие жилые территории могли бы подойти для проекта и каким образом они могут быть реконструированы, стал Калининград.
«Калининград — это крупный город, который относится к группе наиболее благоприятных, экономически развитых регионов. С одной стороны, здесь есть потребность в реорганизации территорий и в повышении качества городской среды. С другой стороны, есть спрос и на экономические возможности, которые в городе сегодня присутствуют», — отметила Татьяна Полиди.
Основным условием обеспечения привлекательности проекта для инвесторов является масштабность территории и комплексность редевелопмента, то есть вместо одного дома имеет смысл осваивать целые кварталы.
«Для того чтобы мы могли привлечь на территорию частные инвестиции и сделать там новую планировку и застройку, необходимо обеспечить её неразбросанность, неразрывность», — объяснила директор фонда.
Проблемой является и освобождение территории от существующих на ней объектов недвижимости. Поэтому важным этапом является работа по ведению переговоров с собственниками строений: нужно предложить им приемлемые условия, для того чтобы они дали согласие переехать. Реорганизация должна заинтересовать и инвесторов, и жителей территории. Тем более что, по словам Татьяны Полиди, существуют территории, в границы развития которых необходимо включать и другие объекты, не являющиеся аварийными.
«Вот мы рассматривали территорию вокруг ул. Радищева. Там есть часть объектов, которые включены в муниципальную программу по расселению аварийного жилья. Но если рассматривать только одну небольшую территорию с аварийными домами, то получится, что мы не сможем предложить комплексный проект реорганизации этой территории. У нас возникнут так называемые неликвидные остатки, т. е. другое ветхое жильё вокруг, не вошедшее в программу. Поэтому мы должны захватывать и другие объекты тоже», — считает директор фонда.
Она говорит о том, что успех подобного проекта заключается в балансе между интересами застройщика и жителей.
Исполняющий обязанности председателя комитета архитектуры и строительства Артур Крупин уверен, что реализация таких схем возможна только при 100%-ном согласии всех, кто проживает на этой территории. И все затраты по переселению жильцов на себя должен взять именно инвестор.
«На сегодняшний день в границах города есть территории, которые могут попасть под этот статус. Но мы должны чётко знать инструменты, необходимые для развития этих территорий. Основные вопросы: как это будет происходить и прежде всего как строить взаимоотношения с населением. Когда инвестор по согласованию с городскими структурами заходит на территорию, главное — это, конечно, переговорные процессы с населением», — отметил Артур Крупин.
