В Калининградской области выявлены высокие риски затоваривания рынка новостроек
Калининградская область попала в число регионов РФ, где фиксируются признаки серьезного затоваривания на рынке квартир в новостройках. Объем предложения существенно превышает уровень платежеспособного спроса. Есть риск того, что даже снижение объемов запусков новых проектов не поможет избежать избыточного предложения. Рейтинг ЕРЗ рассчитывался на основе данных о вводе новых проектов, фактической распроданности новостроек и средневзвешенной цене «квадрата».
В частности, в Калининградской области на текущий момент сформировалась ситуация, при которой риск наступления кризиса перепроизводства новостроек оценивается как «довольно высокий». В рейтинге ЕРЗ по вероятности кризиса из-за перепроизводства новостроек Калининградская область оказалась на 7 месте после Краснодарского края.
Превышение вывода жилья над продажами в Калининградской области составляет 20,4 %. Соотношение нормативной и фактической распроданности новостроек — 2,4 п.п. А вот динамика средневзвешенной цены продаж 1 кв. м новостроек сверх инфляции является отрицательной и достигает -4,3 %. То есть темпы роста цен на новостройки у нас серьезно отстают от темпов инфляции (снижение реальных цен). В связи с этими показателями аналитики ЕРЗ выставили Калининградской области итоговые минус 5 баллов.
В эту же группу с достаточно высокой вероятностью кризиса перепроизводства жилья попали Ленинградская, Тверская, Томская области. Ситуацию в целом по России аналитики также характеризуют как «высокорискованную». Участники рынка рассчитывают на снижение ЦБ РФ ключевой ставки, что должно привести к улучшению ипотечного кредитования.
В группу регионов с высокой вероятностью кризиса перепроизводства новостроек (минус 6 и менее баллов по методологии ЕРЗ) попали Орловская, Пензенская, Челябинская области, Красноярский край и Карачаево-Черкесская Республика.
По мнению гендиректора «Главстрой-Недвижимость» Алексея Гусева, в ряде субъектов РФ кризис перепроизводства жилья уже наступил. Девелоперы настолько активно выводили проекты в городах с ограниченным спросом, рассчитывая на стабильный рост, что предложение превысило уровень платежеспособного спроса. Это привело к проблемам с реализацией строящегося жилья. Выход новых проектов при наличии значительных нераспроданных остатков увеличивает и без того избыточное предложение (68 % жилья по России не распродано).
Вместе с тем застройщики ограничены в возможности снижать цены в силу особенностей проектного финансирования с использованием эскроу-счетов.
