Доля непроданного жилья в Калининградской области достигла 44 % от всего объема строящихся и недавно введенных жилых площадей на продажу. Из 1,25 млн кв. м в новостройках не реализовано порядка 545 тыс. кв. м. Это больше половины того, что сейчас выставлено на продажу, — 913 тыс. кв. м. Соответствующие данные приводятся в «Единой информационной системе жилищного строительства «Дом.рф».
Проданные жилплощади на текущий момент в Калининграде, Гурьевске, Балтийске и на побережье составляют только 29 % от всего объема строительства по региону. Это около 367 тыс. кв. м. Еще на 338 тыс. кв. м продажи еще не открыты или придерживаются застройщиками, что составляет более четверти всего объема (27 %).

Для сравнения, на июнь прошлого года доля непроданного жилья достигала 41 % — 597 тыс. кв. м из 1,47 млн «квадратов». Притом что продажи были открыты на 1,03 млн кв. м. Реализовано было 30 % жилплощадей в готовых и возводящихся новостройках. Это порядка 438 тыс. кв. м, что существенно больше, чем в текущем году.
На момент июня более экономически успешного 2021 года доля непроданного жилья в новостройках составляла 36 %, или 537 тыс. кв. м. Зато реализовано было почти столько же — 539 тыс. кв. м. В резерве застройщиками придерживалось еще 413 тыс. кв. м (28 %). Тогда стоимость «квадрата» по ДДУ в среднем по Калининградской области составляла 61,9 тыс. руб., по данным проектных деклараций, внесенных застройщиками в систему ЕИСЖС. За год она подскочила до 80,9 тыс. руб. В настоящее время «квадрат» подорожал до 85,4 тыс. кв. м. 2-годичный прирост составил 37,9 %.

В целом по России текущий объем непроданного жилья достигает 44 % (44,69 млн кв. м), реализовано менее трети — 31,2 млн кв. м, или 31 %. Еще 25 % не выведено на рынок (25,5 млн кв. м).
По оценке директора АНП СРО «Строительный союз Калининградской области» Бориса Бабаянца, объем непроданного жилья по региону неуклонно увеличивается, даже при снижении общей массы готовых новостроек и еще только достраивающихся домов.
«Сегодня нужно прилагать максимум усилий для реализации жилья. Объем непроданных квартир увеличивается. Если раньше в Калининграде строили 0,8 кв. м на человека, то в 2022 году — 1,2 кв. м на человека — почти в 1,5 раза больше. Но количество жителей в такой прогрессии не прибавляется», — отметил эксперт в интервью журналу «Королевские ворота». Однако, вместе с тем, у застройщиков нет оснований замораживать стройки, ведь 85 % жилья строится за счет проектного финансирования. В случае дефицита предложения произойдет искусственный рост цены.
В свою очередь, директор правительственного фонда «Жилищное и социальное строительство» Игорь Оленин полагает, что до конца 2023 года еще будет продолжаться коррекция по причине того, что объем нераспроданного жилья довольно большой.
«Если темпы [продаж] начнут снижаться, то мы будем дальше искать локальное ценовое дно», — отметил Оленин на минувшей региональной конференции «Многоквартирное строительство: новые вызовы и перспективы», организованной порталом «Единый ресурс застройщиков».
«Стратегически в отрасли притормаживается строительство крупных жилых массивов. Застройщики перешли на более локальные объекты. Их легче продавать. Кроме того, на крупных объектах больше затрат на благоустройство, инфраструктуру», — говорит Бабаянц.
Подорожало как проектирование, так и технологические подключения домов вместе с тарифами. Кроме того, доставка стройматериалов в Калининградскую область существенно выросла в цене, не говоря об увеличении сроков. «Общеизвестны факты, когда стройки стояли из-за нехватки цемента», — отмечает директор «Строительного союза Калининградской области».
